How to start a pay per call business

A pay per call business earns when a local website sends qualified phone calls to a network's buyers. This is the step-by-step order we use, from choosing a vertical to deciding which sites are worth renting out later.

Short answer

To start a pay per call business, pick a home-services vertical, confirm buyers cover your target area, join a pay per call network and get a tracking number, then build a local website for one narrow service with that number on every call button. Get the site indexed, watch which calls pay, build more sites like the ones that ring, and move proven sites to rank and rent if a local business wants them.

What is pay per call affiliate marketing?

Pay per call affiliate marketing means you get paid for phone calls instead of clicks or sales. A network gives you a tracking number. You put it on a website that ranks for local searches like "water heater repair" plus a city. When a homeowner calls and the call meets the buyer's rules, you are credited and paid.

You never talk to the caller and you never sell to a local business. Your job is to rank pages that make the right people pick up the phone. If you are new to the model, what is pay per call covers how calls are tracked and what makes a call qualified.

How to start a pay per call business in 9 steps

Step 1: Pick a vertical and check buyer coverage

Start with the buyers, not the keywords. Choose a home-services vertical, then check whether anyone buys calls for it in the city you have in mind. LeadSmart publishes a bid coverage tool that shows the top payout per call by zip code and vertical, updated daily. If a city shows no bid, pick another city or another vertical. Our guide to rank and rent niches explains how to judge a vertical before you commit.

Step 2: Join a pay per call network

A network holds the buyers, runs the tracking platform and pays you. Our founder's advice: "I trust LeadSmart and LeadsMagician. Start with them, and use the others to fill gaps in coverage." Read the terms of each offer you plan to run, especially the rules on geography, business hours and traffic sources. The pay per call affiliate networks guide compares the options.

Step 3: Get a tracking number

Each site needs its own tracking number so you can see which site produced which call. The network supplies it. LeadSmart, for example, gives publishers tracking numbers and a Ringba account with call recordings at no charge. Call recordings matter more than they sound: they tell you why a call did or did not pay.

Step 4: Choose a city site or a niche site

You have two basic shapes:

  • Single-city site. One service in one city, with a page per service and a page per nearby area. Faster to rank, smaller ceiling.
  • Single-state site. One service across a whole state, with a page per city. More pages and more reach, but more competition for each page.

Most beginners do better with single-city sites on one narrow service. That matches what we saw in our own data, covered below.

Step 5: Build the site

The site should mirror the offer: the same service, the same area, and the tracking number on every call button. With Local Sites Pro you enter the niche, the city, a company name and the tracking number, pick services and service areas or let the AI suggest them, and get a homepage, service pages, area pages, blog posts, FAQs and schema with internal links between them. Most sites are live in about ten minutes on your own Cloudflare account. The pay per call website builder page shows what gets built.

Keep the claims honest. Do not invent licenses, reviews or years in business. The caller will talk to a real business that has to live up to the page.

Step 6: Get indexed

A page that Google has not indexed cannot rank. Connect Search Console, submit the sitemap and inspect the key URLs. After that, indexing takes its own time, from days to weeks, and nothing guarantees it.

Step 7: Watch the calls, not just the rankings

Once calls start, the call log is the most useful data you have. For each site, look at total calls, how many paid, and why the rest did not. Short calls, out-of-area callers, duplicates and after-hours calls often pay nothing. Fewer buyers are live on weekends and outside business hours, so a call can ring without a buyer to take it.

Step 8: Double down on what rings

When a site produces paid calls, build more sites like it: the same narrow service in other covered cities, or neighboring services for the same buyers. Leave sites that get calls but no payout alone until you know why. Use Search Console to find pages sitting just off page one and improve those first.

Step 9: Consider rank and rent

A site with a proven call log is worth something to a local business. Our founder's advice is to start with pay per call, because there is no buyer hunting and no call-tracking bill. Once a site's call log proves demand, share the call volume and area with your network, LeadSmart for example, so they can optimise buyer coverage for that geo. You can also bring a local buyer to the network to raise your payout, or offer the site as rank and rent for a flat monthly fee. Ask your network's support how adding a buyer works for your campaign.

What we learned from our first 72 pay per call sites

Between May 26 and Sep 22, 2026, we built 72 US pay per call sites on Local Sites Pro. 55 of them went live after Aug 26, so this is an early read. Together they reached 228,413 pages indexed in Google, 347 tracked calls, 21 calls paid by a buyer and $1,238 in buyer payout to date. Individual results vary.

Three lessons stood out:

  • Narrow beats broad. Sites built on one narrow service, such as electrical repair, water heater repair or air duct cleaning, got paid calls within a month. Broad sites did not.
  • Urgent verticals pay fast. One local water damage site in Fairfax, VA had 29 calls, 4 paid calls and $877.52 within 12 days of launch. That was 71% of all payout in the study.
  • Calls are not payouts. Local plumbing and septic sites took 100+ calls with $0 payout, because the calls came in but did not qualify or had no buyer.

The full numbers are in the 72-site case study.

What does it cost to start pay per call marketing?

Pay per call marketing through organic local sites has low fixed costs. The main cost is your time and the months it takes to rank.

Item Cost Notes
Domain Price varies by registrar One per site
Local Sites Pro $15 one-time for 3 sites, or $119 per year for unlimited sites $119 is a limited-time launch price; the regular price is $219 per year
Hosting $0 on your own Cloudflare account Sites deploy to Cloudflare Pages and you own them
AI content and images Typically under $1 per site Runs on your own OpenRouter key; the dashboard shows exact spend per site
Tracking numbers Supplied by the network LeadSmart gives numbers and a Ringba account at no charge

Paid ads are the other route, but you pay for every click whether it turns into a qualified call or not, and many offers restrict paid traffic. Most beginners start with local search.

Is pay per call worth it for beginners?

It can be, if you treat it as a numbers game played over months. A single site may never rank, and a site that ranks may send calls that do not qualify. The operators who do well build many sites, check coverage first, stay in narrow verticals and keep improving the pages that are close to ranking. Matthew Zivkovic, founder of LeadSmart, said: "Abhishek Sood and his small band of LeadsXPro members were paid out almost $60,000 in the month of June from LeadSmart alone." Individual results vary, and those members have run sites for a long time.

Starting pay per call: questions.

How much does it cost to start a pay per call business?

The fixed costs are low: domains, a site builder, and AI costs that typically run under a dollar per site. Hosting is $0 on your own Cloudflare account and tracking numbers come from the network.

Is there a pay per call course?

You do not need a paid course to start. Our guides, the Automate & Chill YouTube channel and the Skool community cover the same steps, including network setup and site building.

How long until a pay per call site gets calls?

It varies by site and vertical. In our 72-site study, narrow single-service sites got paid calls within a month, while broad sites did not, and some sites took calls that never paid.

Can I do pay per call without a website?

Some publishers use paid ads instead, but you pay per click whether or not the call qualifies and many offers restrict paid traffic. Local websites are the most common way to get calls without paying per click.

What is the best niche to start pay per call?

Pick an urgent home-services vertical with buyer coverage in your city, built around one narrow service. Water damage, electrical repair and water heater repair all produced paid calls in our study.

Pick a covered city, then build your first pay per call site.
